November 5, 2007 <br />Report from the IBCC Representatives <br />Bill Trampe attended the IBCC meeting that took place on October 22nd in Glenwood Springs. The <br />Education and Outreach Committees of the IBCC were looking for the Roundtables' impressions of <br />the website for usefulness. Bill said that it was the main avenue for communication and interaction <br />between the Roundtables and the GBRT was the webmaster. <br />Bill suggested that the Roundtable members be aware of what was happening. He indicated that the <br />Needs Assessment workgroups had finished their work, and were compiling the results from the <br />Roundtables in an effort to find the common technical platforms. <br />There had been a Consumptive Water Workgroup Survey put out, but there had not been much input <br />received. Apparently no one had received the survey, and CDM would try again to get out this <br />survey. If there were any questions on the survey they should be directed to Eric Hecox or Susan <br />Morea of CDM. <br />The Water Availability Supply Study was now in the procurement process, waiting to retain a <br />consultant to do that work. <br />Senator Jim Isgar discussed an idea for the upcoming legislative session, which would put a <br />condition on new water filings in regard to compact entitlement. He suggests that conditions be put <br />on new water rights applications in case compact curtailment occurred. <br />The next IBCC meeting would be held in Denver on January 7, 2008. <br />Marc Catlin added that some of the staff were concerned about the evaluation and threshold criteria <br />of projects. They would like to see more matching money. They spoke a little about the Roundtable <br />review, and the reluctance of members to vote against projects. The IBCC is contemplating <br />anonymous voting for its members. <br />Report from the Educational Committee <br />Pete Kasper suggested that the Colorado River Water Conservation District could be a partner on <br />larger projects but funding is limited. Asked the GBRT members to think "outside the box" to solve <br />funding challenges, and let the committee know if anyone has any ideas. <br />Report from the Black Canyon Quantification Committee <br />David Baumgarten gave a brief report on the mediation effort. He felt that the proceedings were <br />effective, focused, and has allowed parties to the mediation to present different points of view. Not <br />effective in that "heavy lifting" has yet to occur. His hope there would be some attempt by the US in <br />this regard. <br />Hank Hotze, representing the recreation and indirectly the environmental interests in the Gunnison <br />Basin, commented that in his view both environmental and recreational interests were not being <br />fairly represented in the mediation proceedings. <br />Hugh Sanburg asked David Baumgarten if they would still like to restructure the committee. David <br />Baumgarten responded that in light of Hank's concern, he recommends postponing any restructuring <br />of the committee. David said that he was willing to service any concerns of the Roundtable to the <br />ongoing mediation processes and would fairly represent those concerns. <br />3 <br />
