<br />o Water pricing <br />o Program monitoring and evaluation <br />o The iterative nature of the process of planning and implementation <br /> <br />Integral to the "vorkshop content \vill be the presentation and discussion of th,e CW CB Water Conservati,on <br />Plan Development Guidance Document ("The Guidance Document"). While there \viIl not be sufficient time <br />to provide manager-specific guidance at each hal.f-day\vorkshop, \vewill present the ni.ne planning steps and <br />provide substantial information regarding available technical and financial assistance.W e e).,1Ject follo\v-up <br />from the workshops will occur providing resources to individual vlater planners and managers - whether <br />tlrrough assistance from Colorado WaterWise Council members, the CWCB (through planning or <br />implementation grants or technical assistance), or our other project stakeholders. <br /> <br />"fhe agenda for the evening policy dialogue scheduled for Berthoud is still being developed. Currently, <br />the three hour meeting, which will fo11o,,"l dinner, "viII be used to identify key policy issues and alloVt7 for the <br />de-bun.king of Inyths and fallacies that surround ,vater conservation planning here and across the state. I'he <br />intent of the evening policy dialogue is to support the Inessaging and education needs of the water resources <br />and water conservation planners in their respective organizations, such that the utility and district managers, <br />as well as the elected a.nd appointed offlcia.ls that make decisions; can be speaking a COlnmon language, based <br />on an understanding of some basic water conservation principles. <br /> <br />The Forums will occw~ for a full day follo\ving the technical \\'orkshop in alllnajor river basins. Water <br />experts from the Otlice, the project team and other invited local experts ,viII present exaInples of successful <br />\\'ater conservation programs. <br /> <br />Through close coordination \tvith the OfTice,we will cover in detail many <br />of the topics sw~facing in the HB 05-1177 Basin Roundtables and SWSI <br />Phase II water conservation sub-committee. In addition, the head of the <br />Office \viII be provided the opportunity to address all forums to deliver <br />lnessages related to Office programs and areas of technical and fInancial <br />assistance. <br /> <br />The day-long forums will also allo\v in-depth expert presentations and <br />discussions on topics like: <br />. Cost effecti.veness of various conservation measures and <br />progralTIS; <br />rrhe role of water rate structures in encouraging conservation; <br />Implementation costs and effectiveness of\vater-wise city <br />ordinances; <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Benefits and challenges ~~ith system leak repair; <br />Cooperative arrangements \vith the agricultural cOlnnlurilty; and <br />Technological, economic, political, and other hurdles to ilnplelnentation. <br /> <br />. <br /> <br />. <br /> <br />Nine Planning Steps <br /> <br />1. MonitoL Evaluate and RevIse <br />Conservation Activities and <br />Conservation Plan <br /> <br />An ilnportant component of the forums will be having local \\'ater users a.nd providers share their stories <br />about successes and failures with ,vater conservation. In developing this project" Inany water managers and <br />their organizations indicated their strong interest in sharing their stories -most of which are positive.
