<br />PHASE I TECHNICAL APPROACH: <br /> <br /> Scope of Work Refinement <br />1. – As one of the main purposes of this study is to <br />provide valuable input to Basin Roundtable members who are evaluating water <br />needs, existing and future water shortages and water supply alternatives, it is <br />important to have general consensus with the BRT members that the Study scope <br />of work would provide valuable input to their pr ocesses. The process of scope <br />refinement is expected to include: <br /> <br />a. Presentation of the draft scope to the IBCC members for comment, <br /> <br />b. Refinement of scoping document based on IBCC member comments, <br /> <br />c. Obtain Basin Roundtable comments following IBCC approval of the <br />scope . <br /> <br />d. Finalization of scope after consideration of BRT comment s and IBCC <br />further input for use in consultant procurement for the Study. <br />This task is the responsibility of the CWCB Study management team for the <br />Study and would be performed prior to contra ctor procurement . <br /> <br />Deliverable <br />: Finalized scope of work for Phase I to be incorporated into <br />contractor procurement process. <br /> <br /> Literature Review <br />2. Perform/Summarize of Previous Studies/Investigations – A n <br />initial review /summary will be performed of recent stu dies and investigations <br />related to general water availability investigations of Colorado River tributaries <br />including , but not limited to, : <br />a. Statewide Water Supply Initiative (S WSI ) documents <br />b. CDSS Documentation of StateM od s ubbasin models <br />c. Alternate Hydrology Methods using tree ring based hydrology ( including Prairie, <br />J.R. (2006), "Stochastic Nonparametric Framework for Basin Wide Streamflow <br />and Salinity Modeling: Applic ation for the Colorado River Basin" ) <br />d. CWCB Investigations of Colorado River Compact (including 1995 analysis of <br />w ater available to Colorado under Compact ) . <br />e. Tipton and K almbach Studies <br />f. SCS Basin Studies <br />g. USBR Basinwide Planning Reports <br />h. Upper Colorado River C ommission Col or ado River Compact Analyses <br />i. Eric Kuhn Analysis of Compact Obligations <br />j. Colorado River and Upper Colorado River Compacts and Mexican Treaty <br />k. Coordinated Long - Range Operating Cr iteria , Interim Surplus Guidelines , and <br />potentially Lower Basin Short age Guidelines and Coordinated Operations of <br />Lake Powell and Mead. <br />l. Hydrologic determinations of 1988 and 2007. <br /> <br />A similar review/summary will be perfor med of documents related to climate change <br />and streamflow variability , such as the CWRRI Completion Repor t No. 208 on the <br />“Impact of Streamflow Variability on the Colorado River System Operation”. <br /> <br />Colorado River Water Availability Study Scope 7 October 1 9 , 2007 <br />
