<br />2. A glossary of key terms and definition s will be prepared to allow a clear <br />interpretation and understanding of study results . <br /> <br />3. Existing work on Colorado River water availability analyses (see Phase I, <br />Task 2) , will be reviewed and concepts and results incorporated, where <br />ap propriate, in this stu dy . <br /> <br />4. Considerable interfacing will be required between the Basin Roundtables, <br />CWCB, the technical team performing the study, water administrators, and <br />state legal representatives ( i.e. Colorado River Subunit of AG office) . <br /> <br />5. Use of 9 7 year s (190 9 - 200 5 ) of his torical hydrology is initially thought to be <br />appropriate for use as the study period for evaluations using historical <br />hydrology. This period will be further evaluated as part of the Phase I <br />activities. However, given the concerns over greater climatic va riability and <br />more severe droughts than reflected in the historic record, it is also <br />appropriate to base risk and reliability analysis on alternate hydrologic traces <br />based on tree ring reconstructions of hydrology and/or common stochastic <br />hydrology methods or climate change models . <br /> <br />6. Use of a monthly time step (as opposed to a daily time step ) is appropriate for <br />the Colorado River Water Availability Study. <br /> <br />7. It is appropriate to use and refine existing CDSS tools, including StateM od , <br />the water allocation model implemented for Colorado River subbasins within <br />Colorado. <br /> <br />8. Analysis of Colorado River Compact provisions and compact share of water <br />available to Colorado will be based on previous investigations with additional <br />consideration of current compact setting, such as the implementation of the <br />recent guidelines. Based on th ese investigations, an interpretation will be <br />made of reasonable range of compact depletion entitlements and flow <br />requirements for Colorado. <br /> <br />9. Ground water sources of supply will not be included in the Phase I Study <br />given limited Phase I budget and limited (compared to surface supplies) <br />ground water suppl ies . However, ground water information available from <br />the Groundwater Atlas may be referenced in the Phase I study. <br /> <br />10. Memos prepared of the technica l analyses shall include sections on <br />background, methodology, assumptions and results. <br /> <br />11. To ensure foundational agreement and buy - in to existing demands and to <br />initial consider the effects of both more recent (past century) and more historic <br />paleohydrology, initial and preliminary simulation outputs of legal and <br />physical water availability will be completed at the end of Phase I. <br />Colorado River Water Availability Study Scope 6 October 1 9 , 2007 <br />
