vegetation changes of Colorado River Basin forests within Colorado and
de velopment of CDSS hydrologic traces reflecting those changes.

Colorado River Compact Overview/ Analyses , Including Preliminary
8.
Administration Considerations

a. Review and summarize (in a task memo) key legal and operating
procedures that may be relevant to t he study and interpretation of the study
findings. Key documents include:
i. Colorado River and Upper Colorado River Compact s
ii. Coordinated Long - Range Operating Criteria & Interim Surplus
Guidelines or , in the alternative , when complete , the Lower Basin
shorta ge Guidelines and Coordinated Operation of Lakes Powell & Mead
iii. Mexican Treaty
iv. SWSI Compact Review
v. CWCB Investigations (including 1995 an alysis of water available to
Colorado under Compact).
vi. Tipton and Kalmbach
vii. SCS Basin Studies
viii. USBR Basinwide Planning Repo rts, Consumptive Uses & Losses Report
ix. Upper Colorado River Commission Colorado River Compact Analyses
x. Eric Kuhn Analysis
xi. Arizona v. California
xii. 1968 Colorado River Basin Project Act
xiii. 1956 Colorado River Basin Project Act

b. Following above review , and in consu ltation with State legal counsel ( and
a special State work group that is anticipated to be established to evaluate
administrative means of addressing a Compact Call ) , prepare and
document reasonable ranges for Colorado’s Colorado River allowable
depletions , the associated (for the Compacts) streamflow leaving the State.
Also document reasonable ranges of values during several drought cycles
(1930s, 1950s and 2000 - 05). This documentation will be be provided in
draft form on the State’s web site for review/ comment by basin roundtable
members and finalized after consideration of comments received.

c. Prepare tables (see example Figure 7 - 4 below from the SWSI report) and
figures of the range of available depletion estimates (and required
streamflow, if appropriat e) compared to the simulated depletions and
streamflows (leaving the state) from the current supply/uses scenario
developed in Tasks 3 through 6 above.
Colorado River Water Availability Study Scope 13 October 1 9 , 2007
