<br />1- 3 <br /> <br /> <br />PREVIOUS PLANNING EFFORTS <br /> <br />The Boulder Valley Comprehensive Plan has been developed by <br />the planning staffs in the Boulder area. Sin~e this plan projects the land <br />use and nature of development along South Boulder Creek, it was used in <br />preparing the estimates of future development in the Basin. Essentially, <br />the plan recommends that the majority of the area south of South Boulder <br />Road be very low density residential land use with parks and open space <br />interspersed. <br /> <br />A previous master planning effort "Urban Storm Drainageways <br />Planning, South Boulder" was performed by Wright-McLaughlin Engineers <br />in 1970. This report studied and made recommendations concerning several <br />tributaries to South Boulder Creek. <br /> <br />The Viele Channel, one of these tributaries, is a source of flooding <br />near the Boulder Turnpike and Keewayden Meadows area as evidenced most <br />recently on May 6, 1973. A master plan for the Viele Channel is included <br />in the above mentioned report. The Viele Channel is considered a part of <br />the South Boulder Creek flooding problem, but is not addressed specifically <br />in this report because of the previous planning efforts. <br /> <br />CONCLUSIONS AND RECOMMENDATIONS <br /> <br />In the event of a major flood along South Boulder Creek, there <br />could be widespread damage from flood waters. This damage would <br />be of an isolated nature for a large portion of the flood plain due to the <br />limited existing development and existing flood plain zoning. However, <br />in the area of greater development north of Baseline Road, damage will <br />be more serious. <br /> <br />It is therefore recommended that a combination of alternatives <br />in addition to present flood plain zoning be implemented including flood <br />detention storage, acquisition of flood plain lands, berms or levees, <br />flood insurance and a flood warning system. <br /> <br />For the majority of the creek length, the amount of damage resulting <br />from a major storm does not justify the expenditure of large sums of <br />money for flood protection. For the undeveloped areas, it is recommended <br />that these lands be acquired or regulated under present flood plain zoning <br />laws. Acquisition will provide both flood protection and open space re- <br />creation areas. It is strongly recommended that property owners within <br />and near the 100-y'ear flood plain purchase Federally subsidized flood <br />insurance for the protection of their property. <br /> <br />- <br />
