1-4

.

In the area near the Denver -Boulder Turnpike, it appears that the
construction of berms on the west side of the Creek could prevent wide-
spread shallow flooding. It is recommended that two berms be constructed,
one north and one south of the Denver-Boulder Turnpike.

It is also recommended that land be acquired in addition to present
City of Boulder greenbelt land on the east and west side of the South
Boulder Creek between South Boulder Road and Baseline Road for the con-
struction of a series of flood water detention reservoirs. The detention
reservoirs would fill simultaneously in the event of a major storm thereby
significantly reducing the remaining flows in the Creek to approximately
1,200 cfs for the 100-year event. In this manner the development south
of Baseline Drive would be provided protection against a major storm. The
water in the detention reservoirs would then drain back into South Boulder
C reek during the few days following the storm.

Since the reservoirs will be used infrequently for flood protection
purposes, these areas can be used for recreational activity.

Since these reservoirs will not provide absolute protection from
floods of greater magnitude than those included in this study, it is also
recommended that homeowners be encouraged to purchase flood insurance
to provide additional protection.

The Town of Marshall is very susceptible to damage from flood
waters from Marshall Gulch. Marshall Gulch has a very definite alignment
and cross section until it nears Marshall where development has obliterated
any definite channel. To reduce the potential flood damage, a channel should
be constructed beginning at the south edge of Marshall and continuing to a
point of discharge to South Boulder Creek. Adequate right-of-way is not
available within Marshall for an open channel, so a closed conduit should
be used. An open channel can be used between the north edge of the town
and South Boulder Creek.
