North Platte Basin Roundtable Meeting Minutes, 08-28-07 4 <br />Eric they have a few attributes on water quality (like 303D), but they haven't mapped the <br />sources of the contanunation. <br />Eric said to look on back of the newsletter for the CWCB website address; you can pull <br />off the enviroiunental and recreation reports from that website. You can look at the fiill <br />report online. Also look at quality of the "data behind the data" <br />Eric asked if there were any additional questions. <br />Rick Wyatt: Where do you place timber management in non-consumptive? <br />Eric: It's anon-structural techiuque that can meet anon-consumptive need. It produces <br />more water. It's a method or a solution to produce more water, to possibly meet a <br />consumptive or non-consumptive need. It's not non-consumptive on the demand side. <br />Riclc: As far as legislation and the CWCB working on the Colorado, who does the water <br />belong to? <br />Eric: All the water belongs to the people and the state. The right to use it is a vested <br />property right. On the CO river system, we are under 2 compacts that allocate a certain <br />of the water available to the state of Colorado. The difficult question is: How much <br />water is left in the CO river system to be put to beneficial use? The legislation gives <br />CWCB $500,000 to look at that issue, or reduce the uncertainty around that question. <br />Kelly tallced about upper vs. lower basin allocations. <br />There was discussion about Lake Powell and trans-basin diversions and safety nets. <br />W~ilden Tusk ONde~ <br />Kelly gave his tallc about the Walden task order, and the Town of Walden's water rights. <br />They are going to do some record searching, documenting the town's water rights, <br />decreed and undecreed rights for municipal use. Options for firming up Walden's water <br />supply. <br />Timetable? 4 to 6 months to piece together the records. Hal Simpson is going to consult <br />with CDM. <br />They would like to deliver a techiucal report from the May 15ti' letter, and have a product <br />to set us up to do a water supply reserve account grant. <br />Water rights for the town are complicated... <br />A lot depends on what comes out of the records search. <br />Mid-fall they will make another trip out here to follow up from when they review <br />different documents. <br />Carl asked how long basin account money will be available in case the Town wants to <br />apply for it. <br />Legislature reduced this year's allocations, but gave an additional program year. July <br />2011 is when the money will expire. They have changed funding formula for the basin <br />account. Today we have 500,000 available + an additiona1300,000, then 300,000 more <br />to be set aside for right when program expires. Money is available now, by this time next <br />year there will be a full million set aside for the North Platte. <br />Statewide account fiu7ds: can apply twice a year <br />Basin account: 60 day deadline <br />
