North Platte Basin Roundtable Meeting Minutes, 08-28-07
C~ite~ia and Guidelines subcohamittee:
A decision on the timing of applications to wine before the roundtable needed to be
voted on. How many days prior to roundtable meeting do we need to have applications
due? 30 days.
Hal Hagen motioned to make a 30 day (prior to the roundtable meeting that is 60 days
before the CWCB meeting) deadline. Rick Wyatt seconded the motion. The motion was
passed.
Deb Alpe will put together a schedule to get information out.
Kent mentioned that someone coming to basin roundtable with an application must have
enough copies to give to the roundtable, so we have enough copies and the
administrator's office or another office doesn't have to be out the cost of making copies.
Eric said the Rio Grande roundtable encourages applicants to come in before they even
write the grant to get a feel for if the project will be fimded (pre-submittal conference).
Jolu1 Rich motioned that all applicants must make at least 20 copies to submit to the
roundtable when submitting an application. Dirk Ramsey seconded the motion. The
motion was passed. Email is also acceptable, as long as everyone gets it (and this
roundtable has at least three members with no email address).
C'ont~act between CWCB and Jackson County:
Kent discussed the contract between CWCB and Jackson County. Jackson County is not
constrained by TABOR, so they can take fiends. Kent has the contracts; BOCC will see
them Friday the 30th
NTE amount of the contract: $125,000 to integrate a N Platte planning model.
That project will be getting that underway very shortly.
There was discussion about the irrigated acreage data. Kent thii~lcs we will have to write
a basin account application to further refine our irrigated acreages. It would be beneficial
to define those and ground-truth them. He thinks that will cost another $50,000 to
$60,000. Carl Trick and Rick Wyatt have found a map that shows the irrigated acres in
1939. We should look at the historical records and compare current to historical
acreages.
Ducks unlimited:
Greg Kernohan had asked the Roundtable to subnt a letter of support to Rick Brown for
DU's application.
There is confusion as to how this project will help the North Platte basin.
Eric said: you aren't getting a direct benefit. You are getting the recovery program,
wlich will help supply some of the water that is obligated out of the recovery agreement.
North Platte will indirectly benefit. Since they aren't asking for basin account money,
