SECTION B

STATEMENT OF WORK

B.1 GENERAL REQUIREMENTS

The Recipient shall be responsible for carrying out the research or development study
as outlined under one of the research areas described in Section A.3. The duration of
the research shall be for one (1) year, with potential for follow-on funding for successful
projects. Recipients must provide 50% or more cost-share in these agreements in
accordance with Section B.3 below. It is anticipated that awards will be made during
the fall of 2002, with an anticipated project start date of no later than December 20,
2002.

Offerors shall include in their proposal a detailed Research Work Plan (RWP) and
schedule showing individual tasks with significant milestones identified for the work to
be accomplished. The RWP shall be the working document that implements this
Statement of Work. The Recipient shall adhere to Federal, state, and local laws,
regulations, and codes, as applicable.

The offeror must make a commitment to conduct the research study or development
within Hawaii and 17 states of the United States. All information from studies
sponsored or funded under the authority cited in Section A.2.1 shall be considered
public information.

B.2 PROJECT REPORTING AND REVIEW REQUIREMENTS

The Recipient shall furnish quarterly progress reports and a final technical report as a
permanent record of the work accomplished under the agreement. Project reports and
meetings constitute the major means of information exchange between the Recipient
and Reclamation. Report distribution shall be made as set forth in Section C, herein.

B.2.1 Quarterly Technical Progress Reporls ~ ~ A fl": I .

The Recipient shall provide three (3) quarterly progress reports. These rJports shall be..JL.
submitted within 30 days following the last day of the 3rd, 6th, and 9th month after ~
award of this agreement. Quarterly technical progress reports shall be letter-style
reports. They shall include a narrative summary both of completed activities and
activities in progress, a calculation of percent of completed work based on work
identified in the RWP, the reason for slippage if objectives or milestones are not met, a
prediction of future activities and how they will be accomplished, and a discussion of
issues and problems which may impact the ability to complete the work on time or within
budget. Recommendationtyi ~vercome problems shall also be provided.
