I I I I I I I I I I I I I I I I I I I The final technical report shall include a narrative summary of all work performed under the agreement, a comparison of the Recipient's accomplishments with the objectives and the activities outlined in the RWP identified above, the reasons why objectives were not met, and the research findings. The report shall include conclusions regarding the results of the studies and testing. The report shall also include a discussion on the commercial viability of the results of the investigation, if appropriate. Data taken during the investigation and used in drawing conclusions and making evaluations shall be contained in a Data Appendix to the final report. For example, if five measurements were made to yield an average value of a variable used in the body of the report to evaluate a performance parameter, all five values shall be given in the appendix, along with an indication of which values were used and how the average was calculated. '2."",(0 ~7 The final technical report shall be prepared in accordance ~~ the guidelines contained in Section G, herein, entitled "Publication Guidelines." A final technical report shall be submitted on time. Publication of final results in a referred technical journal is strongly recommended. B.2.3 Project Meetings and Reviews A midterm project review shall be held at the Recipient's site approximately three to six months after the initiation of the project, at a time deemed mutually acceptable by the Grants and Cooperative Agreements Officer's Technical Representative (GCAOTR) and the Recipient. The Recipient shall update Reclamation on the progress of the project and the preliminary results of each work item. This review will provide face-to-face interaction between program participants and opportunity to ensure the project is on target. Approximately at the time of delivery of the draft final report, the Project Managers shall make a presentation in Denver on the overall progress of the project. This review shall inform Reclamation, and other WDMP teams regarding the progress accomplished during the project and the final results of each work item. cl F ( /) fb- 't?"1J- tJ' ~cmI~ B.3 FINANCIAL REQUIREMENTS Recipients must provide 50% or more cost-share in these agreements. Cost contributions may be either direct or indirect, provided such costs are otherwise allowable, allocable, and reasonable in accordance with the cost principals applicable to the award. No profit or fee will be allowed to be charged to these projects. Allowable costs which are absorbed by the participant as its share of costs may not have been charged in the past to the Federal government under other contracts or financial assistance agreements. Depreciation already accounted for may not be applied as a cost contribution. Federal funding from other agencies may be used as a portion of the Recipient's cost sharing only if permitted by the authorizing legislation of that funding source. 11
