..

The City indicated that it is willing to provide updated survey information where needed.
The City's photogrammetry contractor was present at the meeting and indicated that he
still had the ground control information from previous work. New aerial photography for
the whole study reach would cost about $4,000.

It was decided that the City would obtain new photogrammetric cross sections for the
reach of the Cache La Poudre between Ash Avenue and 25th Avenue along alignments
delineated by the Corps. The cross sections downstream of Ash Avenue and upstream of
25th Ave are believed to be okay, but these reaches will be included in the photography to
be obtained in case there have been significant changes anywhere in these reaches. City
survey crews will develop channel invert data and also obtain the bridge geometry. It
was recommended that horizontal coordinates for the top of bank locations on the cross
sections be obtained from the photogrammetry. The coordinates can then be used with
GPS receivers to locate the cross sections for the ground surveys. The aerial photography
would probably be taken in December. All surveys will be to NGVD29 datum.

I mentioned that there was a potential that the floodway delineated with the new cross
sections could be different and possibly wider than the floodway delineated in the FPMS
study. Because the revisions to the FPMS study are outside the scope of work ofthe CTP
study, a revised scope and cost estimate will be developed by the Corps. The CWCB
would then have to approach FEMA for funding the changes.

The following action items resulted from the meeting:

· City will have the aerial photography of the study reach flown as soon as
practicable, probably in December.

· Corps will provide the City with the cross section alignments for the new cross
sections between Ash Avenue and 25th Street.

· City will contract for photogrammetric delineation of new cross sections and
arrange for city crew to obtain channel bed and bridge surveys.

· Corps will provide CWCB with revised scope of work and cost estimate for the
additional analyses.

· CWCB will report to FEMA about the study problems and request additional
funds to complete the study.
