<br />Currently, the town is working on an ongoing flood mitigation project on Frenchman Creek with <br />guidance from the Colorado Water 'Conservation Board (CWCB) The channel has been cleared of <br /> <br />The building department and the town superintendent are involved in review of floodplain <br />proposals. Although both entities seem to want to do a good job, the previous building inspector was <br />terminated, in part, because of his lack of proper administration of NFIP requirements, according to <br />the current town superintendent. In that case, a single family residence on 1101 Fury Street was built <br />below bfe and was impacted by floodwaters in 1997 when the homeowner had to mount a serious <br />sandbagging effort to protect his home: <br /> <br />Holyoke is doing a mixed job of administering the requirements of the NFIP and its local <br />floodplain management program. Like many communities on the eastern high plains, large flood <br />events are a rare occurrence. Not so, on June 14-15, 1997, when homes, roads and farm fields were <br />inundated with floodwaters. All highways in and out of Holyoke were closed on June 15. Several <br />residents reported water levels as high as 4 to 5 feet within their homes and businesses. Ponding of <br />water in agricultural areas around Holyoke contributed to significant crop damage. <br /> <br />Findings <br /> <br />The community's primary flood hazard results from overbank flooding from Frenchman <br />Creek. One instance of development has occurred in the community's identified 100-year floodplain <br />dlLring the past 12 months. When ordinance requirements are properly applied, t.1.e floodplain <br />development permit process is initiated by the town superintendent who determines whether or not a <br />proposed project is located within the town's identified 1 DO-year floodplain. If the proposed project is <br />located in the floodplain, the superintendent implements the regulatory requirements of the <br />community's floodplain ordinance, The applicant is required to provide elevation and/or <br />floodproofing certifications when applicable.
