For <br />example, Redifer believes the Bull Creek Reservoir #4 eiilargement request should have <br />requested CBRT fiinding rather than statewide funding. <br />John Redifer also noted that a portion of severance tax revenues are used to fund CWCB grants. <br />The severance tax committee is looking at how severance taxes are being shared statewide, and <br />may reconunend reducing the share that CWCB receives. He recommended that CWCB <br />roundtable members contact their legislators to reconunend no change in severance tax CWCB <br />fielding. <br />7. CWCB Annual Business Report. <br />a. Bylaws were approved with no changes. <br />b. Inactive members: None were noted. <br />c. Officers appointed for new terms: <br />Chairman: Dave Merritt <br />Vice Chairs: Lurline Curran <br />James Carter <br />8. Mike Wageck report on Consumptive Use Work Group. The Consumptive Use Conunittee <br />met for the first time on August 1. Harris Sherman, Director of Natural Resources in Colorado, <br />encouraged the group to look out to 2050, and not 2030 as was the case in the SWSI Gap Report, <br />and to keep a statewide perspective. The group's goal is to develop a common technical <br />platform to quantify needs. <br />9. Lane Wyatt report on Nonconsumptive Needs Assessment (NCNA) Committee. The <br />committee is reviewing the available technical tools. The Colorado River Water conservation <br />District provided a series of attribute maps of the Colorado River basin to the NCNA committee. <br />At the November CBRT meeting the NCNA committee will report on prioritized stream reaches <br />in the Colorado River basin that need to be protected. <br />10. Discussion of Water Availability Study Scope of Work -Eric Hecox. Eric Hecox led a <br />roundtable discussion about the Water Availability Study Scope of Work. Representatives of the <br />Southwest and Gunnison Basin Roundtables also attended. See also the July 2007 minutes for a <br />discussion of the Water Availability Study. k7 general, member comments addressed (1) the <br />timetable, and concerns that it was too fast; (2) what assLUnptions would be used to determine <br />how much water is currently being used. The 15-page Colorado River Water Availability Study <br />Scope, September 12, 2007 draft was discussed at the meeting. Phase III, in which decisions <br />would be made about how much water would be deemed available for future development, was <br />not discussed at this meeting.
