<br />OJZ:i47 <br /> <br />5 <br /> <br />Key elements of the Strategic Plan intended to ensure future monitoring and science <br /> <br />programs will be effective at evaluating changes in critical resources associated with "the effects <br /> <br />of the Secretary's actions" include: <br /> <br />1. Implementation of an adaptive management program to facilitate close interaction of <br />science and management in evaluating potential new management criteria and the <br />impacts of those criteria on specified management objectives and information needs. <br /> <br />2. Development of a conceptual model of the Colorado River ecosystem that describes <br />critical attributes and linkages within and among resources <br /> <br />3. Synthesis of existing knowledge associated with baseline resource conditions in the <br />Colorado River ecosystem, riverine resource changes associated with construction of <br />Glen Canyon Dam, and changes associated with differing operating criteria for Glen <br />Canyon Dam. <br /> <br />4. Specification by the AMWG of desired future environmental conditions~ that can <br />serve as appropriate targets for the implementation and evaluation of the results of <br />management actions. <br /> <br />5. Development of an annual report on the status of valued ecosystem components <br />(VECst within the Colorado River ecosystem that can be used to evaluate potential <br />management actions to be undertaken in subsequent years. <br /> <br />MISSION AND SCOPE OF GCMRC AND THE STRATEGIC PLAN <br /> <br />Responding to continued concerns over potential impacts of Glen Canyon Dam operations <br /> <br />on downstream resources, Congress in 1992, enacted the Grand Canyon Protection Act (P.1. 102- <br /> <br />575, Title XVITI). The Act directs the Secretary of the Interior to "... operate Glen Canyon Dam <br /> <br />... in such a manner as to protect, mitigate adverse impacts to, and improve the values for which <br /> <br />Grand Carryon National Park and Glen Carryon National recreation Area were established, <br /> <br />llThese were initially described in the Glen Canyon Dam Environmenlallmpacl Statement, and will be reviewed <br />by the AMWG/TWG in FY 98. <br /> <br />~I See Clark, 1986. <br /> <br />Final Draft - (12/15/97) For AMWG Review <br />
