General strategies outlined in the Strategic Plan must be made more definitive by <br /> <br />drafting specific monitoring and research proposals to be implemented within a given year or <br /> <br />across several years of the Strategic Plan. <br /> <br />The GCMRC's FY 99 Annual Plan describes individual monitoring and research projects <br /> <br />that will be initiated in response to objectives and information needs identified annually by the <br /> <br />stakeholders and outlined in general terms in the Strategic Plan. It is anticipated that the Strategic <br /> <br />Plan will be revised following review by the AMWG and the National Research Council in FY <br /> <br />99/ FY 2000. <br /> <br />As a context for understanding the FY 99 Annual Plan, an overview of the Strategic Plan <br /> <br />and a summary of each major element of the FY 99 Annual Plan is presented below. <br /> <br />AN OVERVIEW OF THE STRATEGIC PLAN: 1998-2002 <br /> <br />The Strategic Plan is designed to implement the adaptive management and ecosystem <br /> <br />science program called for in the GCP A and the GCDEIS. The areas of monitoring, research, <br /> <br />and information technology outlined for physical, biological, cultural, and socioeconomic <br /> <br />resources are to be implemented over a five-year period. Annual program plans are developed <br /> <br />to assure appropriate progress on critical elements of the Strategic Plan. In response to the nature <br /> <br />of the Adaptive Management program, the Strategic Plan may need to be modified in less than <br /> <br />five years. <br /> <br />All elements of the Strategic Plan, and all monitoring programs, research projects, and <br /> <br />information technologies drafted into annual program plans, have been developed in response to <br /> <br />management objectives and information needs specified by the AMWG. <br /> <br />Final Draft - (12/15/97) For AMWG Review <br />
