While not <br /> <br />overturning or superceding existing law, this Act provides the basis for the adaptive management <br /> <br />program prescribed in the GCDEIS by instructing that "... the best and most recent scientific <br /> <br />data." be used in making operating decisions and that appropriate consultation with stakeholders <br /> <br />be undertaken. Tbe Act also directs the Secretary to establish a long-term monitoring and a <br /> <br />research program to, "... determine the effects of the Secretary's actions under section 1804rt:J on <br /> <br />the natural, recreational, and cultural resources of Grand Canyon National Park and Glen <br /> <br />Canyon National Recreation Area." The closest the Act comes to using the words "adaptive <br /> <br />management" is to state in the report language which accompanies the Act, under the discussion <br /> <br />of Section 1805, that the Secretary shall "... respond to information developed under the long- <br /> <br /> <br />term monitoring program by adaDtin'l [emphasis added] the operation of Glen Canyon Dam, ... <br /> <br /> <br />as needed over time to protect the values for which Grand Canyon National Park and Glen <br /> <br /> <br />Canyon National recreation Area were established." (U.S. Senate, Report 102-267, March 31,. <br />1992). <br /> <br />The Grand Canyon Protection Act does not explicitly state how the Secretary of the <br /> <br />Interior is to implement the research and monitoring programs specified in the Act. However, in <br /> <br />early 1993 EIS work groups began to develop ideas for an adaptive management program for <br /> <br />Glen Canyon Dam. Following extensive debate, an Adaptive Management Program was <br /> <br />incorporated into the GCDEIS, as the required process for developing scientific information <br /> <br />which directly addresses stakeholder concerns and provides the basis for evaluating management <br /> <br />options for operating Glen Canyon Dam within existing legal frameworks. <br /> <br />Final Draft - (12/15/97) For AMWG Review <br />
