<br />The drainage swale and all bank improvements will be constructed with a rubber tired <br />backhoe and loader. <br /> <br />Long Term Responsibilities: At the point of recordation with the Chaffee County Clerk <br />and Recorder in Salida, CO and over the long-term, the Town of Buena Vista will assume <br />total financial and maintenance responsibilities for the River Park. The Town's degree of <br />commitment and responsibility will include insurance coverage according to CIRSA <br />guidelines, structure maintenance according to the Army Corps of Engineers 404 Permit <br />(pending), trash receptacles and associated maintenance, and will incorporate and <br />formalize the South Main River Park into the Town of Buena Vista River Park <br />Maintenance Program. (see Attachment #7 Town of Buena Vista Parks Maintenance <br />Plan) <br /> <br />Future Considerations: <br /> <br />. Foot Bridge -located within the South Main River Park boundaries on private <br />property. <br />. A trail connecting the eastern part of the foot bridge to the Barbara Whipple <br />Trail. <br />. Easement across private property at the southern boundary of the BLM property. <br />This would provide a trail crossing point and further connection to the Buena <br />Vista Trails System <br /> <br />Notes: <br />. Great Outdoors Colorado (GOCO) grant was awarded to The South Main River <br />Park on December 2004 (see Attachment #8). <br />· Arkansas Headwaters Recreation Area Citizen Task Force - a proposal was made <br />on March 2005 for a private use exemption from the carrying capacity <br /> <br />Description of Proposed Improvements: (section 4 pertains to what will occur on BLM lands <br />in regards to in-river improvements) <br /> <br />For the purpose of discussing the proposed improvements the project area has been divided into <br />four sections (moving from upstream to downstream). <br /> <br />Section 1: The first section will include the first two features, which will be referred to as "pass <br />through" structures. These structures are located in close succession as you travel down stream <br />over the course of approximately 200 feet. The in-stream formations will consist of two grade <br />control structures, both of which will create a pool below them. These are considered "pass <br />through" solely because they are not intended for intensive Park and Play; they are more directed <br />towards the beginner and intermediate level kayaker. These features will be in the view of both <br />river walkways, providing a creative and attractive element to the beginning of the whitewater <br />park. <br /> <br />Section 2: The second section consists of a 400 foot long preserve set aside specifically for <br />fishing access. Located directly below the second feature, this area will remain relatively <br /> <br />
