<br />Other Proposed Improvements: The five numbered arrows on the South Main River Park <br />Plan Map (see Attachment #6) will be described next. The arrows represent other <br />proposed improvements to the BLM property. <br /> <br />1. The grade control mattress will extend slightly onto the BLM property. It will <br />match the existing channel cross-section at that location and will have no impact <br />on the 100 year floodplain. It will be constructed with loose, un-grouted native <br />and imported, 3-5' boulders. The primary function is a natural grade break <br />between the heavily used drop structures and the resulting plunge pools and the <br />downstream Class III rapids. The mattress will provide safety as well as <br />structural stability for the last drop structure, thus preventing potential future <br />head-cutting and maintaining the pool at the bottom of the last drop. <br /> <br />2. On the river left, there is existing rip-rap on the bank that will need to be reset <br />and repaired so that it doesn't pose a hazard to downstream boating traffic. <br /> <br />3. This bank stabilization is due to an existing heavily eroded drainage ditch. <br />The existing bench that the lower trail would follow is interrupted by this ditch <br />that needs to be repaired to prevent future erosion and to be able to incorporate <br />the trail surface onto the existing step. It would consist of stepped 18" grouted <br />boulders and 30' of concrete trail surface that would also serve as a hard surface <br />for the drainage. This is the only portion of either trail that would not be a natural <br />surface trail. <br /> <br />4. At the junction of the two trails, there is a natural break in the grade, where a <br />small area with terraced seating is proposed. This would provide bank <br />stabilization at the trail junction and would highlight the attractive overlook (see <br />Attachment #6 for the "typical cross-section bank terracing"). <br /> <br />5. The natural surface trail would continue south to the Ramsour Road where it <br />would meet the existing loop trail as well as be an access point to the natural pool <br />below the rapids and above the Ramsour Bridge. It would be a 10: 1 graded slope <br />pedestrian ramp and potential commercial kayak instruction area for private <br />boatElr use only. Rock (see Attachment #6, Item #1) would be added to the <br />existing large boulders to enhance eddy access and provide a safe take-out. There <br />would also be some bank terracing to support the access ramp. <br /> <br />Currently, trash dumping is an issue in this area. Trash and refuse clean-up will <br />be a direct benefit to the proposed South Main River Park and to the BLM <br />property, as a large level of existing trash will be removed and the entire area <br />maintained in a clean, responsible manner. <br /> <br />In-Stream Improvements: All in-stream improvements will be subject to all 404 permit <br />requirements and 401 water quality certification conditions. <br />
