Fires will not be allowed.

Signage: The Town of Buena Vista will assume responsibility for the placement and
maintenance of signage. Ten (10) interpretive signs are proposed for the South Main
River Park section.

The Town of Buena Vista will assume responsibility for the coordination of signage on
the BLM property with the Arkansas Headwaters Recreation Area Managers.

Hours of Operation: Hours of operation will be 7 AM to 10 PM daily. These same hours
will apply to the BLM property.

Illumination: There is no lighting proposed.

Trail Tread: The proposed upper trail on the BLM property would be a natural surface
trail, ADA accessible, compacted imported trail base, typical aggregate 3/8". Please refer
to the top section of the attached trail section (see Attachment # 4 Typical Gravel Fines
Trail Section). The lower trail, proposed to exist where there is an existing step above
the high-water line from the irrigation ditch, would also be a natural surface trail, with
compacted imported trail base, typical aggregate 3/8". A short 30' of concrete trail is
needed to assist with drainage (explained later).

Storm Water Drainage: The South Main Development's storm water drainage plan is
being finalized. The Colorado State Storm Water Construction Permit will be in place
prior to construction, as well as utilizing best management practices required by the
Corps of Engineers 404 Permit (see Attachment #5, Swift and Associates Contour Map
and Biglow Land Survey, August 24, 2004).

Soils Testing: Soils testing, by Mountain Engineering and Testing, Inc., was performed
throughout the South Main Development project area. There were two test pits done near
the border of the BLM parcel and there was nothing that would be of concern for the
proposed improvements. Test results are available upon request.

Natural Vegetation Preservation Plan: During the period of proposed improvements, all
vegetation will be avoided and preserved whenever possible. Any removed vegetation
will be replaced on a 1: 1 ratio with native vegetation and grasses. Due to the existing
conditions of property and the nature of the proposed improvements, very limited
vegetation damage or removal is anticipated. Construction equipment access will be
limited to minimize vegetation and soil impacts.

Wildlife Habitats: The Town of Buena Vista will assume responsibility to coordinate and
consult with the Division of Wildlife (DOW) regarding fish and other biological/wildlife
Issues.
