<br />donating their river corridor to the Town, the referenced Bureau of Land Management <br />(BLM) property (see Attachment #2 Biglow Land Survey of Selby Property), located at <br />the southern boundary of the proposed South Main River Park would provide an <br />excellent trail route that would encompass the Arkansas River banks and improve the <br />Arkansas River Loop section ofthe Buena Vista Trails System. Thus, the motivation for <br />this proposal for a Cooperative Management Agreement (CMA) that would enable the <br />Town of Buena Vista to expand access to the Arkansas River recreational attractions. <br /> <br />Trail System: On the proposed South Main River Park property, there is an upper trail <br />and a lower trail that converge onto the BLM property. Both trails have evolved from <br />irrigation ditches (the Colorado Division of Water Resources has no record that any <br />irrigation ditches ever existed at this location) that no longer have water rights attached to <br />them. The proposal is to transform these abandoned irrigation ditch trails into "formal" <br />trails that will provide safe, public access to the Arkansas River and connections to both <br />the Buena Vista River Park and Buena Vista Trails System. Currently, the Town of <br />Buena Vista has a loop trail system that encompasses the greater downtown business area <br />and southern town boundaries. (see Attachment #3 Town of Buena Vista Trails System <br />Map). <br /> <br />Access: The Town of Buena Vista feels strongly that future growth and increased use <br />will demand safe, organized and environmentally responsible access to this section ofthe <br />Arkansas River. In anticipation of this, it is the Town's intention with the South Main <br />River Park, to create and provide the best possible multi-use public space. The BLM <br />property would be a natural extension. <br /> <br />Visitor parking will be available in the South Main Development, on public streets and <br />public parking lots. <br /> <br />All heavy equipment necessary to accomplish the proposed improvements will access the <br />areas via private property. (i.e., Town of Buena Vista property) <br /> <br />No motorized vehicle access would be allowed on the BLM property, and will be posted <br />on the trail system. <br /> <br />Uses: The overall design goals are to provide direct river access and avoid social trails. <br />With that in mind, protecting all natural vegetation and habitat is also critical. <br /> <br />Proposed uses are minimum impact and will be limited to: <br /> <br />. Foot travel <br />. Boating put-in and take-out <br />. Bicycle <br />. Fishing access enhancements <br /> <br />Day camping/overnight camping will not be allowed. <br />
