<br />- 11 - <br /> <br />A notice of intent (NO I) about the application and the hearings was advertised in the newspapers <br />of record in all of the target area counties and adjacent counties, and hearing materials were also <br />posted to the CWCB website. The hearings were recorded for the public record and staff is <br />developing the records of decision and terms and conditions in the permit for CWCB Director's <br />consideration. The public record was held open an extra week until August 24th, but Staff has <br />not received additional comments on the permit applications. <br /> <br />Hearing attendees included the project sponsors, cloud seeding contractors, CWCB staff, and <br />AGO representative. <br /> <br />The Summit County newspapers published a story and the Gunnison Paper intends to publish a <br />follow-up article. <br /> <br />The permits, if granted, will be valid through March 31,2012 and the NOI advertised the <br />programs as continuous programs to make the public aware of the ongoing nature of wintertime <br />cloud seeding as evidenced in 30-50 years of operations in UT, ND, CA, TX and CO. <br /> <br />FLOODPLAIN MAP MODERNIZATION PROGRAM: <br /> <br />FEMA Funding for FY07 projects <br />The CWCB received $1.04 million from FEMA, $546K of in-kind value matching <br />contributions and $23K in matching funding from local communities and $118k in <br />matching funds for the FY07 Map Modernization DFIRM projects in Colorado. This <br />year Summit, EI Paso, and Delta counties will begin and there is still the hope that <br />additional funds will be received to begin Park County in FY07 as well. Work is to be <br />done by Anderson Consulting Engineers and PBS&J. <br /> <br />This phase of the Map Modernization program is a five year program with a nationwide <br />budget of $1 billion. By FY08 the Flood Protection Section of the CWCB plans to have <br />about half of the counties within Colorado started, in progress or completely through the <br />DFIRM program. It is expected that FEMA will obtain the support of Congress to <br />continue the nationwide digital conversion program with the inclusion of a map <br />maintenance program after FY08. <br /> <br />Colorado is a leading state for FEMA Region VIII in terms of helping achieve mapped <br />population and stream mile goals and continues to provide cost sharing leverage for <br />digital conversion and detailed study projects. <br /> <br />Levees within Colorado: Michael Baker Jr. continues to investigate 44 CFR 65.10 <br />compliance for levees in the Map Modernization project counties for Colorado. The <br />CWCB continues to coordinate with the Corps of Engineers levee ceIiification guidance <br />for Corps owned levees within Colorado, especially in current DFIRM project counties <br />like Pueblo County and EI Paso County. <br /> <br />Non-CWCB Map Modernization projects in the State: It is expected that the Eagle <br /> <br />County maps will be effective in December 2007.
