<br />- 10 - <br /> <br />The Committee and its workgroup are examining the collection and distribution of mineral <br />severance tax. The Workgroup specifically requested information on the CWCB use of its <br />pOliion of these revenues. <br /> <br />Harris Shennan delivered a memo to the Workgroup that details the need for more than $2.7 <br />billion to meet water project financing demands. A copy of the memo is attached (22b-8). <br /> <br />NEW STREAM AND LAKE PROTECTION CHIEF: I am pleased to announce that Linda <br />Bassi will be the New Stream and Lake Protection Section Chief. <br /> <br />. Linda has a strong working relationship with the Colorado Water Tmst, The <br />Nature Conservancy, Trout Unlimited and the DOW, and is engaged in multiple <br />efforts with those entities to obtain funds for water rights acquisitions, to acquire <br />water for ISF use, and to develop other approaches to keeping more water in <br />Colorado's streams. <br />. Linda has a comprehensive understanding of the CWCB's statutory authority, mles <br />and policies relating to the ISF Program, and is skilled at updating and revising the <br />same to meet developing needs, and advocating for such change both with the <br />public and with legislators. <br />. Linda has a strong working relationship with the Division of Water Resources, <br />which is very valuable in the context of requesting administration of ISF water <br />rights and in investigating the viability of potential water acquisitions. <br />. Linda has an extensive background in legal protection of ISF water rights and a <br />strong working relationship with the AG's Office, and is working with the AG's <br />Office to develop ways to resolve more cases in less time by developing standard <br />protective terms and conditions and using both CWCB and AG staff time more <br />effectively. <br />. Linda has extensive experience in communicating with stakeholders about the ISF <br />Program and has developed good working relationships with numerous individuals <br />and entities in the context of ISF and water issues, including federal agencies and <br />local governmental entities. <br />. Linda can and will rebuild the somewhat strained relationship between the CWCB <br />and DOW in the context of ISF appropriations and protection by improving <br />communications between the two agencies and working more closely with the <br />DOW. <br />. Linda will actively paIiicipate in the nonconsumptive needs assessment process <br />and promote the ISF Program as a vital and effective tool to meet those needs. <br /> <br />Please join me in congratulating Linda. <br /> <br />CLOUD SEEDING PUBLIC HEARINGS: The CWCB hosted three public hearings <br />regarding applications to renew cloud seeding permits from Denver Water for the Winter Park <br />Area, Colorado Springs Utilities for the Upper Roaring Fork River, and Gunnison County for the <br />Gunnison Basin Programs.
