<br />SECTION 1: PREREQUISITE <br /> <br />ADOPTION BY THE STATE <br /> <br />A. Formal Adoption by the State <br /> <br />With the submission of the 2007 State of Colorado Natural Hazards Mitigation Plan <br />(NHMP), the NHMP is hereby approved and adopted by the State of Colorado- <br />Department of Local Affairs, Office of the Governor. The Flood Hazard Mitigation Plan <br />(Flood Plan) is incorporated as an annex to the Plan and is consequentially approved by <br />the Office of the Governor. Adoption by the Office of the Governor empowers the <br />Colorado Water Conservation Board (CWCB) and the Colorado Division of Emergency <br />Management (DEM) to execute their responsibilities with respect to disaster <br />preparedness, response, recovery, and mitigation. <br /> <br />B. Assurances of Continued Compliance with Federal Requirements <br /> <br />The State of Colorado assures it will comply with all applicable federal statutes and <br />regulations in effect with respect to the periods for which it receives grant funding in <br />compliance with 44 CFR Part 13 .11 ( c). The State will amend the NHMP whenever <br />necessary to reflect changes in state or federal laws and statutes, as required in 44 CFR <br />Part 13 .11 (d). The adoption of this NHMP demonstrates the State of Colorado's <br />commitment to fulfilling the mitigation objectives in the NHMP and authorizes the <br />agencies identified in the NHMP to execute their responsibilities. <br /> <br />SECTION 2: PLANNING PROCESS <br /> <br />DOCUMENTATION OF PLANNING PROCESS <br /> <br />A. Description of Plan Preparation Process <br /> <br />The DEM took the lead on the 2007 update of the State of Colorado NHMP 2001 <br />umbrella document. The original umbrella document was created in 2001 and was <br />designed as a way to tie together various hazard-specific documents that had been <br />developed over the previous years. <br /> <br />2 <br />
