<br />INTRODUCTION <br /> <br />The Disaster Mitigation Act of 2000 (P.L. 106-390) requires states to conduct I11ltIgation <br />planning for natural disasters that may affect the state. In 2000, a new Mitigation Planning <br />section (~ 322) was added, which emphasized the need for state and local coordination on <br />mitigation planning and implementation, as well as continuing the requirement for a state <br />mitigation plan as a condition of federal disaster assistance. It requires the state's natural hazard <br />mitigation plan to be updated every three years. The Interim Final Rule which implements these <br />requirements was published by the Federal Emergency Management Agency (FEMA) on <br />Febmary 26, 2002. Information for all natural hazards that <br />impact the state was compiled in the Natural Hazard <br />Mitigation Plan. Additional information on flood hazards was <br />included as an Annex to the plan. This stand-alone document, <br />The Flood Hazard Mitigation Plan for Colorado, describes in <br />detail the process for flood planning in the state as well as <br />long-term flood mitigation opportunities. Information on <br />agency responsibilities and eXIstlllg flood nutIgation <br />programs, local flood mitigation plans, and contacts for local <br />government outreach and assistance are also included in the <br /> <br />This report was developed in conformance with requirements of the FEMA Interim Rule, and is <br />focused on updating the flood portions of the state's Natural Hazard Mitigation Plan. As such, it <br />is built upon existing information contained in both the State of Colorado Natural Hazard <br />Mitigation Plan 2004 and the Flood Hazard Mitigation Plan for Colorado (June 2004). <br />
