Colorado State Forest Service, Colorado <br />Geological Survey, Colorado Division of Water Resources, Colorado Department of Higher <br />Education, and Colorado Water Conservation Board were invited. Discussion included <br />progress with annex updates, including this flood mitigation manual, and requirements for <br />the umbrella document update in 2007. A pre-planning meeting also occlmed with the Office <br />of Risk Management (ORM) in Spring 2007 to review and determine possibilities for the <br />state assets section. ORM provided DEM with their assets spreadsheet, as they did last time. <br />The project was presented at the Flood Task Force meetings in early 2007. Presentations <br />were given at the Governor's Conference on Emergency Management in early 2007 <br />including the earthquake loss results, flood insurance, and community wildfire protection <br />plan efforts. A presentation by the SHMO was given at the Local Emergency Managers' <br />training in Febmary 2007 to explain the plan update and invite their participation and input. <br />Surveys and questionnaires were sent out to various paIiies soliciting input and ideas for the <br />plan. Groups included local emergency managers, state foresters, and federal, state and local <br />paIiners unable or too remote to attend meetings. <br /> <br />An email was sent to each representative outlining the purpose of this project. Each office <br />received an invitation to attend the kickoff meeting. Several agencies were concerned <br />with attending; however their participation was assured through emails and was <br />encouraged to generate ideas for the plan update. <br /> <br />On May 24, 2007, CDEM convened a kick-off meeting with invited representatives <br />(temporary State Hazard Mitigation Team). The purpose of the meeting was threefold. <br />First, the agencies were provided a perspective concerning the current effort to revise <br />Colorado's plan. Second, the agencies with information to share proceeded to give short <br />presentations. Lastly, the participants were asked to provide input through "worksheets" <br />that would be evaluated later by DEM. The first sheet asked participants to rank actions <br />by priorities. Responses were received both at the meeting and through email. The second <br />sheet asked for the participants to rank the probability for each hazard to occur with respect <br />to a specific outcome. The third sheet asked the following questions: What mitigation <br />programs does your agency administer? Please note why your program(s) is/are effective so <br />we can cite this in the plan. What mitigation activities has your agency undertaken with <br />respect to state property? What mitigation activities has your agency undertaken with <br />respect to other property? Please list any new hazard-related legislation we should include in <br />the plan update. The fourth sheet tried to get participants to ascertain how to define critical <br />facilities by hazard.
