<br />Western States Water Council <br />Water Quality Committee <br /> <br />Washington, DC <br />March 28, 2006 <br /> <br />. <br /> <br />Motion to recommend to the full Council to reaffirm the position as redrafted. Seconded <br />and approved. <br /> <br />The second resolution is Position #251 - - to update the position. The Water Resources <br />Committee recommended the policy be readopted with the revisions on page 2. There are no <br />substantive changes, just context and updating the status of the FERC program. <br /> <br />Motion to recommend readoption by Stephen Bernath. Tom Maddock seconded. <br />Unanimously adopted. <br /> <br />Tom Stiles suggested we wait for the proposed rule to come out on NPDES, then we <br />could discuss. Keep our eye on that. If the rule is tardy coming out, the background is the <br />Klee/Grumbles memo. <br /> <br />Plan to hold conf call in June. <br /> <br />Trying to maximize the benefit of the Water Quality Committee meetings. The primary <br />reason for the limitation was on time, others on travel budgets. Increased use of conf calls for <br />Water Quality Committee members between meetings should be utilized to expand the . <br />participation in the discussions. Interest in periodic meetings between the ASIWPCA meetings <br />and the WSWC meetings. In some instances, that is the same people, in others it is not. We may <br />more efficiently carve up which issues to leave to ASIWPCA, and other times there may be more <br />uniquely western issues, where clearly the WSWC has an advantage. This creates challenges as <br />well. <br /> <br />Tom Stiles said there is a need for adequate lead time, particularly for scheduling conf <br /> <br />calls. <br /> <br />Paul Frohardt recommended having a subgroup to develop a specific recommendation <br />and then bring it to the full Water Quality Committee, and then if the Committee can. come to <br />consensus, then take it to the Full Council at the July meeting. <br /> <br />Shaun McGrath: The Executive Committee agreed to allow for concurrent meetings at the <br />regular Council meetings. How can we make the Water Quality Committee relevant to states? <br />As Paul went through the work plan, folks did become familiar with the items the Committee is <br />dealing with. Some logistics need to be worked out. <br /> <br />Tom Stiles: There was a perception that ASIWPCA has an eastern niche, whereas the <br />WSWC group is specifically Western. <br /> <br />16 <br /> <br />. <br />
