<br />. <br /> <br />. <br /> <br />. <br /> <br />Western States Water Council <br />Water Quality Committee <br /> <br />Washington, DC <br />March 28, 2006 <br /> <br />Stephen Bernath: I think one of the differences between these meetings and ASIWPCA <br />meetings is that the WSWC meetings get high level fed folks to our meetings on a fairly regular <br />basis. Getting the right people to the meetings is very important. <br /> <br />Coming back to the issue of the EP A Water Quality Standards Organization that Denise <br />Keehner spoke to, this could be mutually beneficial. Is this a worthwhile effort? <br /> <br />Tom Stiles: If they've given us a gift, we have to accept it and take advantage of it. <br /> <br />Paul Frohardt: Is there a candidate to nominate today? We don't know the exact <br />mechanism here, unless there is a good candidate to mention today. <br /> <br />Denise's perspective is that it should be the current state reps of the Water Quality <br />standards management programs. <br /> <br />Tom Stiles suggested it needed to be someone from the Intermountain States. <br /> <br />Stephen Bernath: I would suggest Joan. <br /> <br />We can certainly follow up with Joan. Think if there are any others. <br /> <br />EP A Proposals to manage the 518 program. The National Tribal Environmental Council <br />(NTEC) has asked the WSWC to send a letter supporting the application. WGA has had <br />interactions with the group. There is an opportunity here for some constructive ongoing <br />dialogue. It would be good to have a positive message. We would need to take this to the Full <br />Council tomorrow. <br /> <br />Paul Frohardt suggested some changes to the letter. <br /> <br />The letter just states support for NTEC, without specifically endorsing the Council to <br />EP A. The dangerous part is not knowing who the other applicants are. If the Committee is not <br />comfortable, then the Full Council will not be comfortable. If we don't want to prepare a letter, <br />then we need to let them know. <br /> <br />Duane Smith: I think the letter is a good idea. We could say we would not refer to NTEC <br />at all? The WSWC should not make a recommendation. <br /> <br />Bill Hume: Suggested stating the Council's idea of supporting NTEC as an applicant. <br /> <br />First paragraph is okay. <br /> <br />17 <br />
