.

.

.

Western States Water Council
Water Quality Committee

Washington, DC
March 28, 2006

The Association will be spending a lot of time on the Farm Bill. The first debate I ever
watched was between Mr. Muskie and Senator Domenici, and it was on navigable waterways.
Here we are once again. ASIWPCA submitted an amicus brief on navigable waterways and
jurisdiction. If we win some of the points they may be fairly narrow. This decision may come
out in Mayor June. The briefs are available on the ASIWPCA web site.

I'm leaving in April. My intention is to pursue rural water monitoring day. This is for
little kids.

Duane Smith: Passed on congratulations for Robbi's career at ASIWPCA.

Robbi Savage: Thank you. Jon Craig and Mark Coleman have always been there. As
Ken mentioned, we are not making progress. The appropriation bill increased funding and it said
a national assessment needs to be done. EP A thinks they need to do the assessment themselves.
That is where the problem comes. The precedent of the federal government taking 106 dollars is
not the way it was written, and it is not the way it should be used.

Art Baggett: You are absolutely right.

Stephen Bernath: We were told to have a statewide monitoring program and dictated what
had to be in it. We need better monitoring to make better decisions for TMDLs or whatever. We
don't need to help the nation understand what is going on.

Robbi Savage: Concerns about the Office of Water keeping all of the data. You could do
away with the 305 program.

I think you have a tough road ahead. I thank Paul and Shaun for getting both
organizations together.

My deputy Linda Eichmiller will be in the Acting Executive Director role.

Paul - thanked Robbi.

Sunsetting Resolutions:

Resolution on protecting Ground Water Quality.

Paul Frohardt does not believe this is an active area of focus. This position statement
seems to still be valid.

15
