Eric Kuhn: Repackage study

Decisions and Major Points:

The IBCC generally liked the c ontent of the Scope of Work. They gave direction to speed up the
phases. Based on this feedback the scope will be reworked into two phases. Phase One will
refine current modeling capabilities to include gauged records, synthetic hydrology to look
furthe r back in history (based on tree - ring data), and incorporate climate change modeling.
Phase One will be based on current demands and will be completed by the end of 2008. Phase
Two will look at future demands based on the model refinements completed in P hase One. The
future demands will come from the Basin Roundtables’ consumptive and non - consumptive needs
assessments.

CWCB will rearrange the Scope of Work to reflect this direction and bring it back to the IBCC in
September.

Gunnison Basin Presenta tion - John McClow

The Gunnison Basin Roundtable presented an overview of the major water issues in their basin
to the IBCC. The presentation consisted of the following parts:
Upper Gunnison – John McClow
North Fork – Pete Kaser
Grand Mesa – Ron Shaver
U ncompahgre – Marc Catlin
Nonconsumptive Use – Steve Glazer
The Gunnison’s presentation will be available on the IBCC website.

Colorado Water Future

Phil Hall presented the content of a DRAFT Executive Summary for the DU Water Futures
Panel Colorado’s Wat er Future Report.
This group was put together to follow up DU’s Colorado’s Economic Future panel.

The goal was to bring in different people and different perspectives. The underlying
philosophy was water problems are not technical they are political.

Th e panel came up with 8 key priorities that are recommended for Colorado to ensure the
state’s water future.

Dan Ritchey asked the IBCC for comments

Chips Barry: For a study to get off the shelf, it has to have new ideas, repackage old
ideas, and/or prese nt viable solutions. For the IBCC the report may not have new ideas,
but they may be new ideas for the general public.

Dan Ritchey: Some ideas need to be put forth as follows:
I: \ INTERBASIN COMPACT COMMITTEE \ IBCC \ PUBLIC \ MEETING NOTES \ IBCC MEETING NOTES AUG 6 2007.DOC
7
7
