Streamlining Water Court

Phreatophyte Control

Agriculture must be sustained

Trust and collaboration

Peter Binney: Political alignment. Senators and legislators need to be given the picture
that there are going to be trade - offs between recreation and environment needs, keeping
agriculture, and meeting urban demands. This bubble that we can have it all is going to
burst. We also will have to face the implementation issues. How are we going to finance
large projects and projects that have a public good component? The Metro area is
approaching $25,000 per house tap fee.

T. Wright Dickinson: A group like this brings a level of credibility to the findings even if
all the information is not new to the water community. Colorado must look at ag
efficiency, but we must be careful that it is not seen as a silver bullet. How can we have
this conversation?

Mike Shimmin: The weakness in the document is it makes it look like there is a large pot
of water from ag efficiencies and this is not true. On - farm efficiencies do not create new
supplies. Agricultural efficiency is not an option fo r South Platte; it is an illusion.

Melinda Kassen: There is not a single recommendation about the environment.

Bill Trampe: Agriculture will continue to be at risk until we address the way the country
views agricultural changes.

Jenny Russell: We need to link water to land use planning.

Marc Catlin: People need to be made to feel the urgency for agriculture; it is not "on the
farm," we need to get more protective of our American farmers. People are being pushed
to believe our dams are not safe.
We nee d more storage.
Climate change is an issue.
There was a yield projected from these reservoirs, has forest practices changed these
yields, climate change demands, forest management.

Rita Crumpton: If you want people to read this, it is too long. Need to do something
short.

Decisions and Major Points
: This was an informational item for the IBCC and an opportunity
for the authors of the report to receive feedback. In addition to the feedback from the meeting
(summarized above), IBCC members can get additio nal information from the website
( www.universityofdenver.edu/waterfutures ) and can send additional comments to Scott
Ingvoldstad (singvold@ch2m.com).

Harris Sherman adjourned the meeting.
I: \ INTERBASIN COMPACT COMMITTEE \ IBCC \ PUBLIC \ MEETING NOTES \ IBCC MEETING NOTES AUG 6 2007.DOC
8
8
