Harris Sherman: What kind of resources do you need to accelerate Phase 1, 2, and 3 so
they can be concurrent?

Chips Barry: If Phase 1 only looks at current demand but Denver Water has water for
future demand, I am concerned that water will be looked at as available.

Eric Kuhn: Denver and Northern have the best data to look at future demand, the West
Slope does not.

Dan McAuliffe: We heard from the IBCC at previous meetings to look first at supply
availability based on current demands.

Ray Alvarado: Roundtables said current demand.

Rita Crumpton: Recommended flows for fish in the 15 Mile Reach run on the back of
water rights. Are you going to run t he model with the recommended flow for the fish?

Dan McAuliffe: Coordinated reservoir operations will be included in model.

Eric Wilkinson: Needs Assessments, Consumptive and Non - consumptive are focusing on
identifying the needs and should be in Phase 1.

Mike Shimmin: Phase 1 is supply; Phase 2 is the demand side. Should we earmark money
from the WSRA?

Sue Morea: Said demand side would be completed end of 2008.

Mike Shimmin: Can we note that these are future demands at the end of Phase 1?

Eric Wilkins on: Combine Phase 1 and Phase 2. Then insert needs assessments Dec. 2008.

Rick Brown: Monthly time steps may be complicated; cannot speed up too much.

Eric Kuhn: There are two issues: 1) local streams (non - consumptive), and 2) how much
water can Colorad o develop from a compact standpoint inflow to Powell?

Melinda Kassen: Non - consumptive uses will have an impact internal to the state.

T. Wright Dickinson: Is it time to pass the hat?

Dan McAuliffe: Presented a path forward — exemption from Open Records Ac t.

Melinda Kassen: Open Records Act is tough to get an exemption granted.

Harris Sherman: By the September IBCC meeting have the supply availability study
rescoped.
I: \ INTERBASIN COMPACT COMMITTEE \ IBCC \ PUBLIC \ MEETING NOTES \ IBCC MEETING NOTES AUG 6 2007.DOC
6
6
