Dan Birch: State has made connection with John Stulp and Tom Plant (Office Energy
Conservation); is very progressive in seeking alternative energy opportunities to map
these from economic development standpoint with legislature. CWCB looking at water
related aspects.

Peter Binney: This investment by the state should not become an endorsement of the two
proposals (Parker and Superditch). Want to take a more regional loo k at how we are
using our water, do not want to be putting ourselves in alignment with advocacy groups.

Decisions and Major Points
: This was an informational item for the IBCC.

Supply Availability

Dan McAuliffe kicked off the Supply Availability Scop e of Work. CWCB may look to IBCC for
help on procurement.

Ray Alvarado walked through the Scope of Work handout.

Melinda Kassen: Need to use same terms in the Supply Availability study.

Dan Birch: Where will we be incorporating recommendations from Cons umptive and
Nonconsumptive Needs?

Rick Brown: The first phase will look at current uses. Future phases will incorporate the
information for the needs assessments.

Melinda Kassen: There are some current uses i.e., nonconsumptive, that do not have
water r ights.

Eric Kuhn: Urge IBCC to look at this scheduling issue. Cannot make any decisions until
we look at future uses. Need to have no more than a 6 month gap between Phase 1 and
Phase 3

Peter Binney: Need to accelerate Phase 3.

Ross Bethel walked throug h Phase 1 hydrology 1909 - 2005 in State CDSS.

Eric Kuhn: Just because 1909 - 2005 is in the system does not mean you have to go back
to 1909. May not want to go back before 1929.

Ross Bethel: First $500K needs to look at current demands, project is resource limited.

Eric Hecox: Iterative process also takes time.

Eric Kuhn: Political patience is also a factor.

I: \ INTERBASIN COMPACT COMMITTEE \ IBCC \ PUBLIC \ MEETING NOTES \ IBCC MEETING NOTES AUG 6 2007.DOC
5
5
