<br />Decisions and Major Points: <br /> The IBCC agreed to allocate the $6 million of new WSRA <br />funding between the Basin Accounts and the Statewide Account as outlined in Option 1. This <br />allocation is based on the demand pattern the Basin Accounts and Statewide Account saw over <br />the past year. The $6 million will be allocated as follows: <br /> <br />30% to the Basin Account - $1,800,000 or $200,000/ roundtables <br /> <br />70% to the Statewide Account - $4,200,000 <br />These allocations are in addition to what is left in the Statewide Account and each Basin Account <br />from last year. <br /> <br />Agricultural Water Transfer <br /> <br />Rick Brown handed out a document describing the Alternativ e Agricultural Transfer program. <br /> <br />Are there many requests? <br /> <br />Carlyle Currier: Colorado agriculture water alliance should be informed and have a seat <br />at the table. <br /> <br />Harris Sherman: Are these grants limited to S. Platte and Arkansas? Answer is yes. <br /> <br />Alan Ham el: Arkansas Basin will be looking at this. <br /> <br />Eric Kuhn: Long - term implications for ethanol production and agriculture. <br /> <br /> <br />Eric Wilkinson: Some farmers have contracted their 2010 corn for ethanol. They need a <br />water supply and may not want to enter in to thes e fallowing arrangements. <br /> <br />Ray Wright: Seeing over use of groundwater western wide which will reduce agriculture <br />in the west. With ethanol in this creates huge demand. Need a big picture look at ethanol <br />in Colorado. <br /> <br />Jeris Danielson: Superditch has not beg un to address legal issues; this may interfere with <br />timelines in proposal. Not a shortage of water in Arkansas if farmers would raise <br />different crops. <br /> <br />Harris Sherman: I suggest we get John Stulp (Ag. Commissioner) Department and <br />Governor's Office of Econo mic Development as part of the committee. <br /> <br />Mike Shimmin: There are several ethanol plants in South Platte that are ready to go. Do <br />not think eastern Colorado can support the number of plants going in. Many problems in <br />overall supply network for ethanol.
