7"'

..

from Burgess Creek rose rapidly, the inlet to the outflow pipe became clogged with
debris, The pond quickly filled and overtopped the embankment which caused the
failure. Local officials set up portable pumps to help drain the pond. The pipe inlet
was cleared of the debris, and the outlfow seemed to be keeping up with the inflow, I
spoke with Chuck Vale and Bob Strubel about warning (and evacuating if necessary)
the downstream property owners due to the flood hazards associated with a complete
embankment failure. I estimated a peak flow of 3 times the lOG-year flow if the
embankment were to fail suddenly, I recommended to continue pumping and to keep
the pipe inlet clear of debris, Authorities will monitor the situation. Some locals
were suggesting that a trench be excavated across the road/embankment to drain the
pond, but I warned that high velocities from the water draining through the trench
could cause an uncontrollable breach with adverse impacts, Locals decided not to
excavate a trench.

. Investigated Walton Creek floodplain just upstream of its confluence with the Yampa
River. Holiday Inn and Comfort Inn may be in trouble if water continues to rise. No
major problems at this time. I told Chuck to keep an eye on Walton Creek, because
the peak flow may not have happened yet. Holiday Inn manager is concerned,

. Reports of two homes being threatened with high water and cows trapped by high
water near Hayden, Did not go to Hayden to investigate. Chuck will keep me posted,
