L1LE <br />DIRECTOR <br /> <br />DATE: <br /> <br />June 5, 1997 <br /> <br />TO: <br /> <br />File <br /> <br />FROM: <br /> <br />Tom <br /> <br />RE: <br /> <br />Routt County Flooding, June 1997 <br /> <br />On Thursday June 4, 1997 I visited Routt County in the vicinity of Steamboat Springs, <br />Colorado. During the field visit I met with Chuck Vale (emergency management), met <br />with Bob Strubel (Steamboat Fire DepartmentJIncident Command), investigated areas <br />with reported flooding, took photographs and video, and made some recommendations <br />pertaining to safety and mitigation, Following is a summary of the flooding problems and <br />activities in Routt County through 6/4/97: <br /> <br />· A rainstorm occurred on the evening of 6/2/97 which produced 0,3" of rain in <br />Steamboat. Heavier rain was reported northwest of Steamboat (amount unavailable), <br />The Elk River above Milner experienced a substantial increase in flow (peak flow <br />possibly 5,500 cfs, but the gage had a temporary malfunction). The rain did not seem <br />to cause a significant increase in the Yampa River. Yampa River flow has been <br />above 5,000 cfs recently, A((~~;^J J. ~o\' :S-""rt.{) ~II'- ~(\Iv ), {If:hv f...~l<eJ <br /><Nw-0 ~686 c-\-.. / <br />· Flooding problems in the Elk River basin occurred in the early morning hours of <br />6/3/97 (see documentation in file provided by OEM). Homes, bridges, and roads <br />were damaged or threatened. Families were evacuated as necessary, Several county <br />roads were closed, some are still closed. <br /> <br />· Sandbags were placed along the right bank of the Yampa River to protect homes in <br />the Dream Island mobile home park. Sandbags were also placed along the right bank <br />to protect several structures in the downtown area along Yampa Drive. No major <br />damage to structures, <br /> <br />· A small detention pond on Burgess Creek in the area of Ski Time Square overflowed <br />the embankment (access road) and caused the embankment to partially fail and caused <br />part of the road to wash out on the downstream side, Utility lines (gas, phone, cable, <br />water, sewer) were either damaged or are in danger of being damaged, As floodwaters <br />
