As you can see, detailed floodplain information has <br />been produced by FEMA for Walton Creek within the incorporated boundaries of Steamboat <br />Springs, No information has been produced for unincorporated Routt County immediately <br />adjacent to the town boundary on Walton Creek. <br /> <br />The Steamboat Springs Planning Department has utilized the detailed floodplain information to <br />administer the requirements of the National Flood Insurance Program since the maps became <br />effective in 1983, Consequently, any structures built in the Walton Creek floodplain since 1983 <br />should have been built in compliance with the town's floodplain ordinance, Meeting such <br />standards assures that new structures are protected from flooding from the 1 DO-year flood event. <br />As you know, the 1 DO-year flood event is the level to which communities regulate floodplains, <br />nationwide, <br /> <br />The situation is somewhat different in unincorporated Routt County, The 1 DO-year flood <br />regulatory standards apply in areas where flood hazards have been identified, Walton Creek just <br />outside the Steamboat Springs corporate boundary has no identified floodplain, And until a <br />floodplain is identified, the Routt County Planning Department has little jurisdiction in the area of <br />floodplain regulation, <br /> <br />I realize that residents and their properties in the Walton Creek floodplain were threatened during <br />the spring snowmelt runoff in 1995 and 1996, I share your concern that there may be questions <br />regarding Walton Creek floodplain information in unincorporated Routt County, <br />
