<br />Western States Water Council <br />Executive Committee Minutes <br /> <br />Sheridan, Wyoming <br />October 5, 2006 <br /> <br />. <br /> <br />SUNSETTING POLICY POSITIONS <br /> <br />With respect to sun setting policy positions, Tab C contains two policies. First, #256, is a <br />position statement regarding federal water and climate data collection and analysis programs. In a <br />Committee conference call, we decided to update this position. This was taken up as part of the agenda <br />in the Water Resources Committee meeting. The revised position is under Tab C. The Water Resources <br />Committee will recommend approval of the revised position at the full Council meeting. <br /> <br />The second position, #257, relative to the recommendations of the Western Water Policy Review <br />Advisory Commission, was recommended be allowed to sunset. The Executive Committee agreed and <br />will advise the full Council meeting that the position should sunset. <br /> <br />SHARED VISION PARTNERSHIP AGREEMENT FOR THE WESTERN STATES <br />WATERSHED STUDY <br /> <br />Duane Smith noted that Shaun McGrath had outlined that the Council wants to have an <br />agreement with the Corps. This agreement really came from the superiors. The document will outline <br />that both organizations have the same vision of collaboration and working together for the final outcome. <br /> <br />Mike Bratlein with the Corps stated that the agreement had been prepared for signing. However, <br />ifthe Council needed to tweak anything, they may have a few days in which to do so. Major General <br />Don Riley has agreed to sign the agreement. The document is short enough to be philosophical, and it <br />should show both parties' intentions relative to this study. <br /> <br />. <br /> <br />Duane mentioned that at one point, there was discussion about having all of the federal partners <br />sign the agreement. That will not happen at this stage. That does not mean that we don't want an <br />agreement with the other federal partners. We will actually be working toward that end. It would <br />complicate matters at this stage, thus the agreement is just between the Corps and the Council. <br /> <br />Phil Ward moved approval of the agreement. The motion was seconded. Duane Smith was <br />authorized to sign the Shared Vision Agreement. Duane signed and final signed copies will be made <br />available to all Council members at the full Council meeting on Friday. Mike Bratlein stated that the <br />Corps will have a "point of contact" or a liaison at each Council meeting. <br /> <br />FUTURE COUNCIL MEETINGS' <br /> <br />The next meetings of the Council will be held in Sioux Falls, South Dakota on May 2-4, 2007. <br />Garland Erbele noted that Sioux Falls is on the east side of the state. The easiest way to get there is <br />probably going through Denver or Salt Lake City. The field trip will likely include some flood control <br />issues in Sioux Falls, a visit to Gavin Point Dam on the Missouri River, including discussion about <br />endangered species issues, and a couple of other amenities will be added. The weather should be nice <br />spring weather. <br /> <br />The summer meetings will be held in Bozeman, Montana and the fall meetings will be held in <br />Arizona. <br /> <br />. <br /> <br />6 <br />
