.

II

.

.

Western States Water Council
Executive Committee Minutes

Sheridan, Wyoming
October 5, 2006

WATER MANAGEMENT SYMPOSIUM - "EVOLVING WATER MANAGEMENT
TECHN01LOGIES AND EMERGING ISSUES"

TOIilY Willardson stated there is a draft agenda in the briefing book under Tab J. This is a
working draft, and we would appreciate your suggestions and input for speakers. We need to get
invitations out next week.

Duane encouraged Council members to attend, if possible. If you're interested in the update on
the WGA report, there will be a two-hour block for meeting together with the Corps in which you could
partic i pate.

2006 EXECUTIVE COMMITTEE WORK PLAN

Duane Smith turned members' attention to the draft 2007 Committee work plan under Tab E.
Duane statt:d that he receives tremendous positive feedback about the newsletter. However, if anyone
has suggestions about how it could be improved or whatever, he encouraged them to talk to Craig or
Tony. Duane believes this is one of the Council's very successful tools in getting the word out.

Second is the oversight of the WGA Water Report. Of course, this will be a continuing effort,
and the EXl:cutive Committee will rely on the work of the three substantive committees.

Craig Bell noted that in 2007 there will be two meetings that could be considered as the Water
Managemelllt Symposium. One will consist of an evaluation of federal and state water planning, with a
focus on watershed programs and strategies. The other symposium will be the biennial symposium
cosponsored by the Native American Rights Fund which focuses on settlement ofIndian water right
claims.

The fourth item on the work plan is a congress:ional seminar, which is held in connection with the
biennial water policy seminar held in Washington, D.C. Duane would like to schedule at least a half-day
for the Council to make visits on the Hill on Council business. Duane suggested that often folks have
their own state business to take care of, but he would like to carve out some time for Council business,
for example, to make visits to select Committee chairs or bill authors or those types of things, and
certainly the implementation of the water report should be highlighted as well.

Duane has visited with Craig about updating the Council's website. Although this endeavor
would be u:;eful, it takes time and money and will be placed on the "back burner" as far as the work plan
is concerned. We don't want to divert time away from the other work plan items in order to accomplish
the website update. If time becomes available, we win visit this issue.

Tht: annual report should proceed as usual.

Duane moved approval of the draft committee 'work plan. The motion was seconded. The work
plan was approved.

5
