ARTICLE VI - S TANDING COMMITTEES <br /> <br /> SECTION 1 - Standing Committees. <br /> <br /> <br /> ARTICLE VII - DECISION - MAKING <br /> <br /> SECTION 1 - Consensus - Based Decision Making Preferred; Voting Requires <br />1/3ds Approval. A concerted effort shall be made by the Roundtable members to reach decision s <br />by consensus. Consensus is understood to mean that all members believe that their views on a <br />particular issue have been satisfactorily heard and agree not to block the Roundtable’s decision <br />on the issue. The goal of consensus is to respect and protect minority opinion on issues. If <br />objections are not voiced when considering an issue, then consensus is assumed and the issue <br />moves forward to a vote. In other cases, one or more individuals might wish to express a <br />minority opinion, which shall be entered into the minutes of the meeting, but the item under <br />discussion shall then move forward anyway. If consensus in not reached on an issue, then upon <br />the motion of any member, the issue shall be placed to a vote of the Roundtable membership. <br />Any matter submi tted to a vote of the membership of the Roundtable shall be submitted as a <br />motion and shall be deemed to have passed if such motion receives the favorable vote of two - <br />thirds (2/3rds) of the voting membership of the Roundtable, i.e., if there are at least 1 6 votes cast <br />in favor of the motion, EXCEPT for (i) the election of Members to fill the positions described in <br />Paragraphs 14 through 26 of Section 1 of Article II above, and (ii) the election of the two <br />representatives from the Roundtable to the IBCC as de scribed in Section 2 of Article XII below, <br />in which such Members or Representatives shall be elected by a majority vote of the Members of <br />the Roundtable present at the meeting at which such election occurs.. <br /> <br /> ARTICLE VIII - COMMITTEES <br /> <br /> SECTION 1 - Sta nding Committees. There are presently no Standing <br />Committees of the Roundtable. <br /> <br /> ARTICLE IX - FINANCIAL ADMINISTRATION <br /> <br /> SECTION 1 - Fiscal Year . <br /> <br /> The fiscal year of the Roundtable shall commence on July 1 of each year and end <br />on June 30 of the foll owing year. <br /> <br /> SECTION 2 - Preparation of Budget . <br /> <br /> On or before the semi - annual meeting in October of each year, the Treasurer <br />shall prepare and submit to the Officers a proposed budget for the ensuing fiscal year. <br /> <br /> 11 <br />
