SECTION 3 - Notice of Budget .

Upon receipt of the proposed budget, the Secretary shall give notice of such
proposed budget to the Membership of the Roundtable prior to the semi - annual meeting in
October.

SECTION 4 - Adoption of Budget .

At the semi - annual meeting of the Roundtabl e in October of each year, the
Membership shall review the proposed budget and revise, alter, increase or decrease the items as
it deems necessary in view of the needs of the Roundtable and the probable income of the
Roundtable. The Membership shall then a dopt a budget setting forth the expenditures to be made
in the ensuing fiscal year. The Membership shall provide for sufficient revenues to finance
expenditures in the budget.

ARTICLE X - PUBLIC RECORDS

SECTION 1 - General Procedures .

The Secretary , as custodian of the Roundtable's records, shall make the
Roundtable's nonconfidential records available for inspection by the public during normal
Roundtable office hours and provide copies of such documents to the public without the need for
formal requ ests pursuant to the Open Records Act. The Secretary shall determine whether such
records are confidential and therefore not available to the public by reference to the provisions of
the Open Records Act concerning denial of inspection of public records a nd, as he/she deems
appropriate, after conferring with the Roundtable's General Counsel. The Secretary also shall
implement the procedures of the Open Records Act when requests for records are made by the
public pursuant to that statute.

SECTION 2 - Re quests for Membership Meeting Information .

The Secretary shall provide copies of all nonconfidential documents which are
provided to the Members in connection with regular and special Membership meetings to
members of the public who request the same and agree to pay the costs thereof determined in
accordance with the Open Records Act. In providing copies of documents to members of the
public pursuant to this Section, the Secretary shall charge an amount which approximates the
actual cost of the reprodu ction and delivery of such documents to such individuals.
