However, in actual systems, <br />there is always some amount of produced water that is not recorded by the billing <br />meters. Sources for this discrepancy include meter inaccuracies, system leaks and un- <br />metered use such as periodic flushing of distribution lines and fire-hydrant testing. <br /> <br />The lower the percentage of unaccounted-for water, the tighter the system. Systems <br />are generally classified as "tight" when the percentage of unaccounted-for water is <br />seven percent or less. The percentage of unaccounted-for water in the City of Fort <br />Lupton water system needs to be estimated based on winter season billing records to <br />reduce the amount of unaccounted-for water due to miscellaneous un-metered irrigation <br />and hydrant testing. The City's total annual water use as determined from meters at the <br />parks, Thermo and CGH, and WTP is 3,000 ac-ft. Since all park, Thermo and CGH, <br />and WTP meters have been replaced and/or calibrated, this number is believed to be <br />accurate. However, the sum of all billing records shows a total annual water use of <br />approximately 2,500 ac-ft. Although the system will have some unaccounted-for water, <br />this 500 ac-ft difference is much too high. Therefore, the City will need to develop an <br />action plan to figure out this discrepancy and to determine whether or not the <br />distribution system has excessive leakage. This plan will include leak detection and <br />repair and/or service meter replacement.
