<br /> <br />~~~~ <br /> <br />;; <br />IJU'AlllMb''-l'W <br />NATURAL <br />RESOURCES <br /> <br />State Water Policymaker's Observations and <br />State-Led Initiatives <br /> <br /> <br />Dialogue over the past several years has led to some overarching recommendations <br />regarding Colorado's Water Supply Future. <br /> <br />Conservation, Efficiency, and Reuse <br /> <br />Policy Position: Must help meet growing demands with innovative conservation <br />strategies and promote water reuse programs. <br /> <br />The Statewide Water Supply Initiative (SWSI) Phase 2 has advanced this goal by developing <br />consensus on the impact of conservation on supply reliability and as a strategic drought <br />reserve, and by identifying reuse as a major water supply component for all Front Range <br />water users. The Consumptive Workgroup and Basin Roundtables will also quantify this. <br /> <br />Alternative Agricultural Transfer Methods <br /> <br />Policy Position: Voluntary crop fallowing on other <br />similar agreements between farmers and <br />municipalities are another tool we must utilize. <br /> <br />SWSI Phase 2 provided an extensive look at all <br />alternatives to a traditional transfer and <br />concluded that fallowing has the most potential <br />statewide and may require state assistance. <br /> <br />CWCB and the South Platte, Metro, and Arkansas <br />Basin Roundtables will be exploring agricultural <br />fallowing options. <br /> <br />Environmental and Recreational Policies <br /> <br />Policy Position: Support for the instream flow program <br />and the protection for water quality. <br /> <br />SWSI Phase 2 developed technical data that can be used by <br />Basin Roundtables to determine environmental priorities for <br />each basin. SWSI Phase 2 compiled several methodologies <br />for determining adequate instream flows. <br /> <br />The State has formed a Nonconsumptive Workgroup to <br />develop a common technical platform for determining <br />environmental and recreational priorities on a statewide <br />basis. <br /> <br /> <br />~ <br />
