Jeff, Per your request, I have decided not to move the Willow Creek <br />recommendation forward in January as planned. Typically we ask the Board to form its <br />intent to appropriate ISF rights at its January meeting, however, I want the opportunity to <br />continue working with you and others in Moffat County to address as many of your <br />concerns as possible. I believe that we can delay the appropriation, but not necessarily <br />an additional year. I would suggest that we try and address both Moffat County <br />recommendations (Beaver Creek and Willow Creek) at the same CWCB Board meeting. <br />With that said, I would like to continue the forward momentum and would ask that you <br />work diligently to contact the affected individuals that the water commissioner identified <br />(listed at the beginning of this e-mail thread) and any other stakeholders that you can <br />think of. Again, we rely heavily on local officials such as you to get the word out. As <br />I have said before, if there is anything that Todd and I can do to help you; please do not <br />hesitate to call. In addition, please provide me with some dates when we could meet <br />with you and other stakeholders. <br />E-mail....Jeff, Moffat CQunty appreciates your decision. We will work with you to <br />address the community concerns. The water commissioner just finished a list of affected <br />properties and water rights regarding Wilderness Ranch that we would like to further <br />discuss. Although I won't be at the Land Use Board meeting Monday night, I have lined <br />up a board member to discuss the need from the Land Use Board to assign a committee <br />to work though the flow season with CWCB regarding this process. We understand the <br />need for you not to delay this a full year, but we do request the flow season to study the <br />tributaries and main stem of the proposed Willow Creek ISF. We will discuss some <br />meeting dates fairly shortly. Thanks'again for considering our issues and we look <br />forward to working with you over the next several months. . <br />Minutes from Land Board Meeting. .... "Jeff Baesler, Colorado Water Conservation <br />Board, sent an email to Jeff Comstock concerning their in-stream flow appropriations on <br />the Moffat County Areas. Little Cottonwood Creek will be deferred for now; again. The <br />Willow Creek appropriation is being put on hold, for now, as well. This creek runs <br />through Wilderness Ranch and there is some use for water along the creek now that <br />would be impacted. Concerning Beaver Creek, we are not sure where the Board stands <br />right now on following through from last year. We would like the CWCB to stand by <br />their commitment to bring to the attention of the Moffat County Commissioners those <br />streams that are being considered for in-stream water right appropriation so that public <br />input can be received and perhaps some water flow measurements can be obtained if it is <br />needed. Currently little notice is being given for the CWCB appropriation hearings and <br />no time is given to monitor the streams in question during the year preceding their <br />hearing date. We are not sure where the Board stands now!
