end of 2003 was 3.740 MAF, and the target for 2006 is 3.640 MAF, thus California was
in compliance with the ISG through 2005. 2006 end-of-year use was reported as 3.680
MAF. Tracking of use in 2007 is shown below, with forecasted uses at the end of 2007
of approximately 3.750 MAF.

June 1 Forecast of 2007 Year-End Colorado River
Water Use by the California Agricultural Agencies

: I

-
OJ
OJ
"r
~ 3
(J
I'il
-
o
~ 2
,2

:i!:

-3.850 MAF
-2003 Target = 3.74 MAF
- - - - - - - 2006 Target = 3.64 MAF
- - - - - 2009 Target = 3.53 MAF
- - - - 2012 Target = 3.47 MAF
______ Year-End Forecast
--+-Use ThisYear

1

o
J F M A M J J A SON D J

First of Month

Shoshone Power Plant Severely Damaged: On June 20, one penstock at Xcel
Energy's Shoshone Power Plant failed, causing extensive damage to the penstock,
hydropower units and powerhouse. Shoshone Power Plant is not operational and
repairs are expected to require at least six months and possibly up to two years. The
Shoshone Power Plant is one of the senior water rights on the Colorado mainstem
upstream of the Grand Valley. Its operation is a key condition of the Orchard Mesa
Check Settlement Agreement, which allows the Orchard Mesa Irrigation District
(OMID) and Grand Valley Water Users Association (GVWUA) to divert water out of
priority to generate power at the Grand Valley power plant and return (check) the
water back to the river upstream of the Grand Valley Irrigation Company (GVIC), who
holds the senior rights to that water. Operation of the check decreases the amount of
water released from the Green Mountain Historic Users' Pool (HUP) for OMID's power
generating needs. Water saved in the Green Mountain HUP that is declared as surplus
to the needs of the historic beneficiaries can then be released as needed to increase late

36
