summer flows in the 15-Mile Reach as part of the Upper Colorado River Recovery
Program.

Because the Shoshone Power Plant will be shut down for repairs for an extended period
of time, attorneys for the GVWUA and OMID sent notice on June 26 that the portions
of the Orchard Mesa Check Case Settlement Agreement that are conditioned upon
normal operation of the Shoshone Power Plant are inoperative until Shoshone can
resume normal operations. Legally the Grand Valley entities can now call for larger
quantities of water with their water rights and there can be no official declaration of
surplus water in the HUP to augment late summer flows in the 15-Mile Reach.

Trial Run of Desalting Plant Ends: A desalting plant that has been on a 90-day
demonstration run is again shut down. The $245 million Yuma Desalting Plant,
mothballed shortly after it was completed about 15 years ago, was restarted for a test
run amid concerns over a potential water shortage in the Colorado River stemming
from continued drought and surging regional growth.

"We had anticipated a little less than 3,000-acre-feet (an acre-foot is 325,851 gallons) and
we got a little over 4,000 sent back to the river," said Jim Cherry, the federal Bureau of
Reclamation manager in Yuma.

Please use the link below to continue this story. http://ktar.com/?nid=6&sid=500819

-GUNNISON RIVER BASIN-

Colorado Foundation for Water Education - Annual Headwaters Tour:
The Colorado Foundation for Water Education (CFWE) conducted its Annual
Headwaters Tour June 25 - 26,2007 in the Gunnison/Montrose area. Approximately 60
people attended the tour, including all members of the Interim Water Resources Review
Committee. Veva McCaig, CWCB staff and Carl Trick, CWCB Board Member
participated in the tour. Attendees toured Taylor Park Reservoir, the Gunnison RICD,
Morrow Point Dam, the Project 7 Water Treatment Facility, and the Uncompahgre
Project and received a briefing on selenium and salinity control. Attendees were also
briefed on the EIS status and issues regarding the Aspinal Unit Operations, as well as
the Black Canyon Federal Reserve Water Rights.

37
