<br />The IECC and DNR Executive Director Harris Sherman asked us to proceed with the <br />goal of producing a revised draft by July 13, obtain comments from the IECC by July 23, <br />and then produce a revised draft for the August 6 IECC meeting. <br /> <br />This schedule presents difficulty getting input from the Board since the scope is <br />currently under internal development. Staff would like to provide the scope to the <br />Board but given the timing the scope will come as a red flag item. <br /> <br />The study was authorized by Senate Bill 07-122. The language from the Bill is provided <br />below: <br /> <br />SECTION 15. Colorado water needs and alternatives analysis - appropriation. (1) In <br />addition to any other appropriation, there is hereby appropriated, out of any moneys in <br />the Colorado water conservation board construction fund not otherwise appropriated, <br />to the department of natural resources, for allocation to the Colorado water <br />conservation board, for the fiscal year beginning July I, 2007, the sum of five hundred <br />thousand dollars ($500,000), or so much thereof as may be necessary, for the board to <br />evaluate water availability in the Colorado river basin and its tributaries. The board <br />shall work in full consultation with, and with the active involvement of, the basin <br />roundtables. The study shall consider current and potential future in-basin <br />consumptive and non-consumptive needs. The board, in consultation with the basin <br />roundtables, shall recommend whether additional study or phases of study should be <br />undertaken. <br /> <br />(2) The moneys appropriated in subsection (1) of this section shall <br />remain available for the designated purposes until the project is completed. <br /> <br />Colorado River Water Use: As of June 1,2007, storage in the four major Upper <br />Basin reservoirs increased by 1,019,730 acre-feet and storage in the Lower Basin <br />reservoirs decreased by 451,300 acre-feet during May 2007. Total system active storage <br />as of June 6 was 33.746 million acre-feet (MAF), or 57 percent of capacity, which is 1.095 <br />MAF less than one year ago. (Upper Basin reservoirs increased by 0.338 MAF, and Lower <br />Basin reservoirs decreased by 1.433 MAP.) <br /> <br />The end-of-year measure for 2005 California agricultural consumptive use of Colorado <br />River water under the first three priorities and the sixth priority of the 1931 California <br />Seven Party Agreement was reported as 3.524 MAF; and for 2005, the end-of-year <br />measure was 3.581 MAF.
