<br />The Coordinated Reservoirs Operations Program was established in 1995 as part of the <br />Upper Colorado River Endangered Fish Recovery Program. Its purpose is to enhance <br />spring peak flows to a section of the Colorado River upstream of Grand Junction, Colo., <br />without causing flooding. In years when snow pack is above average, surplus inflows <br />to the five reservoirs can be passed on downstream to benefit two species of <br />endangered fish in the Colorado River: the Colorado pike minnow and the razorback <br />sucker. <br /> <br />This spring, most of the basin reservoirs were expected to fill. However, due to <br />warming and then cooling weather, runoff conditions did not produce the large peaks <br />necessary for Coordinated Reservoir Operations. In addition to receiving <br />reports from on the activities of the Bureau of Reclamation, Colorado River Salinity <br />Control Forum, Western Area Power Administration, and Fish and Wildlife Service the <br />Commission also heard about issues associated with Utah's Lake Powell Pipeline <br />Project and the groundwater controversies between Utah and Nevada. <br />The Commission was briefed by Aaron Million on the proposed Flaming Gorge <br />Pipeline Project that would bring Colorado River water to Colorado's Front Range and <br />communities along the pipeline in Wyoming and the status of permitting issues for the <br />project. <br /> <br />The Commission also held a working meeting to discuss the DEIS on Lower Basin <br />shortage criteria and the coordinated operations of Lakes Powell and Mead, in <br />particular issues associated with shorting Mexico and Arizona's continued efforts to try <br />and undermine the 602(a) storage protections for the Upper Basin in Lake Powell <br />contrary to the terms in the 7 -State Agreement. <br /> <br />The Commission also discussed the Navajo Settlement and Navajo-Gallup Water <br />Supply Project legislation, potential revisions to the Upper Basin deletion schedules, a <br /> <br />31 <br />
