Grand County Flow Concerns
Flows in Grand County can be heavily impacted by reservoir operations. The county
has raised its concerns and operators of several reservoirs have been meeting to discuss
possible methods of coordination and storage exchanges to lessen streamflow
fluctuations.

Municipal - Recreation Contract Renewal
The vehicle for delivering HUP surplus water to the IS-Mile Reach to help meet
Recovery Program summer flow targets has been a contract between Reclamation and
Grand Valley municipalities, who enjoy improved recreational activities due to the
increased flows. The contract has expired and Reclamation has published the proposed
renewal language. Public comment ends 7/11. New contract would end in 2012.
Hopefully the cities will sign by August and the contract will then be in place for any
future deliveries of HUP surplus water to IS-Mile Reach.

Grand Valley Conditions
Irrigation water demand has been steadily high throughout the Grand Valley due to hot
weather.

GVWUA continues to work on and use the check structure system and pipeline to
operate their system more efficiently and return any unneeded water to the IS-Mile
Reach.
The pump at Highline Lake should be online by late summer.
The GVWUA fish ladder will not operate this year except for small amounts of water to
flush sediment from the ladder. Last year it was operated intermittently but may not be
operated again until the Price-Stubb fish passage is complete.
The GVWUA fish screen is not yet operable, but is being worked on. GVWUA will
have O&M responsibilities while USBR maintains ownership.

OMID check not being operated at this time.

GVIC fish screen has been operating. GVIC fish passage has been operating.

Spring Releases for Endangered Fish a uNo Go" This Year: A voluntary
river flow program to provide enhanced spring peak flows for endangered fish will not
take effect this year. Operators of Dillon, Green Mountain, Williams Fork, Wolford and
Ruedi reservoirs could not implement the Coordinated Reservoirs Operations program
this spring because river flows in western Colorado did not approach levels where
increased flows would benefit the endangered fishes.

30
