<br />part of this proposal, the Applicant agreed to participate in the installation, operation <br />and maintenance of a stream gage on the Blue River below Slate Creek and above the <br />Applicant's point of diversion. At the November 2006 meeting, Board members <br />questioned whether an existing gage on Slate Creek could be used to implement the <br />agreement rather than a new gage. Based upon the fact that the two existing gages on <br />Slate Creek are no longer operational, CWCB staff and the Applicant concluded that the <br />best approach would be to install a gage on the Blue River as originally proposed. The <br />Applicant and staff also agreed that a staff gage will be sufficient for implementing the <br />flow agreement. The parties are coordinating with the USGS on the installation of the <br />gage, which they anticipate will be installed and rated sometime in August 2007. Staff <br />and the Applicant are working on finalizing the stipulation and decree for this case. <br /> <br />HUP Kickoff Meeting: The annual HUP Managing Entities kickoff meeting was <br />held June 27 in Glenwood Springs. The issues relating to the Shoshone Power Plant, the <br />Orchard Mesa Check Case Settlement Agreement and the resulting inability to conduct <br />typical HUP Management operations were discussed. All involved parties expressed a <br />willingness to discuss possible voluntary operations that would allow the river to run <br />as it would if Shoshone were operational and the conditions of the agreement were met. <br /> <br />Also discussed at the meeting: <br /> <br />Reservoir Conditions <br />. Green Mountain Reservoir filled. Heeney slide drawdown criteria not expected <br />to hinder releases, as they apply when reservoir storage is low. <br />· Wolford Mountain Reservoir filled. The 6000 AF fish pool and 5412 AF West <br />Slope fish pool water will be available for late summer 15-Mile Reach flow <br />augmentation. <br />. Dillon Reservoir filled. The Roberts Tunnel is running 250 - 300 cfs. <br />· Williams Fork Reservoir filled. 5412 AF East Slope fish pool will be available for <br />later summer flow augmentation. The Moffat Tunnel system is not running. <br />. Ruedi Reservoir filled after the meeting. All fish pools (dedicated 5000 AF, the <br />5000 AF available in 4 of 5 years, and the 10,825 AF pool available by agreement <br />through 2012) are available for late summer flow augmentation. <br />. Granby Reservoir did not fill and is over 100,000 AF short of its 539 KAF <br />capacity. Approximately 41 KAF was pumped from Windy Gap to Granby this <br />year. <br /> <br />29 <br />
